Vulnerable Hosting Sites

I've heard that there are vulnerable hosting sites on the net and I'm not really sure what is meant about them being vulnerable.

Are the vulnerable to spam and tagging or just what is meant by a web host being vulnerable.

I need your help on this one because I certainly don't want to get involved with these people if they are going to cause me problems.

You always have to be wary of the little guys that are super cheap. That's not to say that there aren't some excellent cheap hosts out there, but if their infrastructure is not solid then they are often prone to DOS (denial of service) or mass spamming.
